For Students
The Literacy Council serves all in Carroll County who are interested in improving their reading, writing, math, or computer skills. The Literacy Council partners with other community services and the Carroll Community College Adult Education program for Continuing Education and Training.
- Individuals may request tutoring themselves.
- Community Service organizations may refer students.
- Employers or acquaintances may refer students.
- Generally the Literacy Council serves older youth and adults, but children are occasionally accepted for tutoring.
- One-on-one tutoring is free, but students are asked to pay for their books if financially able.
Students will be asked to set their goals for tutoring. Improved literacy helps people
- Develop self-esteem,
- Secure employment and advance in present jobs,
- Learn to speak and write English better,
- Pass the GED (General Education Diploma) or EDP (External Degree Program),
Prepare to join classes requiring basic English skills,
- Become better parents and more productive member of society.

- Every student entering the Literacy Council program receives an orientation and assessment to determine his or her interests, goals, and fundamental capabilities.
- A copy of the assessment and recommendations is given to the student's tutor.
- Tutors and students are matched by the Tutor-Student Coordinator.
- Both student and tutor may accept or reject the match.
- All information collected by the Literacy Council regarding students is completely confidential.
- Tutoring sessions will generally be one to two hours per week.
- Students will meet with their tutors at public locations approved by the Literacy Council.
- Students should be on time and call their tutors if they must miss a session.
- Students should regularly complete homework and reading assignments.
- After an initial meeting and at any other time, either the student or the tutor may request a different match.
- Tutoring is free, but students are encouraged to pay for their books if financially able.
